BLACKPINK and Shin Hae-chul among 10 South Korean cultural merit recipients

Shin Hae-chul and BLACKPINK now share a line in South Korean cultural history. At the 17th Korea Popular Culture and Arts Awards on Oct. 29, 2026, held at the Haeoreum Theater of the National Theater of Korea in central Seoul, the late rock musician received the Silver Order of Cultural Merit posthumously, and all four members of BLACKPINK received the Jade Crown Order.

The pairing is the story: a rock pioneer who died in 2014 and a girl group marking its tenth year, honored in the same class of recognition by the same government. For US fans who follow K-pop through charts, tours and comeback cycles, the ceremony is worth understanding because it measures something different, cultural footprint rather than sales.

What Happened at the Korea Popular Culture and Arts Awards

36 individuals and groups were recognized this cycle, according to the Ministry of Culture, Sports and Tourism and the Korea Creative Content Agency. The honors split across four tiers: 10 Orders of Cultural Merit, seven presidential commendations, eight prime minister’s commendations and 11 culture minister’s commendations.

Shin Hae-chul received the Eungwan, or Silver, Order, reported as the second of the Order’s five grades. The Bogwan, or Precious Crown, Order went to five recipients: television host Yoo Jae-suk, singer Han Young-ae, theatrical producer Park Myung-sung, voice actress Park Young-nam and jazz musician Shin Kwan-woong.

Jisoo, Jennie, Rosé and Lisa each received the Okgwan, or Jade Crown, Order. That detail is easy to lose in aggregation: the honor names the four members individually, not just the group as a unit.

What the Order of Cultural Merit Actually Is

The Korea Popular Culture and Arts Awards launched in 2010 and reached its 17th edition, making it a recurring fixture rather than a one-off event. The government describes it as its highest honor for popular culture and the arts, covering singers, actors, comedians, voice actors and broadcast writers.

Recipients are not chosen by fan votes or broadcast panels. The Ministry of Culture, Sports and Tourism opened a public call and gathered expert recommendations beginning in April, then reviewed candidates before finalizing the list. The ministry says the aim is to lift the social stature of pop culture practitioners and recognize those who helped build the industry.

The class of honor matters as much as the name attached to it. In the same ceremony, major acts including Super Junior and Boohwal received presidential commendations, a lower tier than a full Order. That gap between an Order and a commendation is the distinction most English-language coverage blurs.

Shin Hae-chul and the Rock Legacy Korea Still Counts

Shin won the MBC College Song Festival in 1988 and went on to lead N.EX.T, becoming one of the figures credited with bringing Korean rock into the mainstream through experimental arrangements. His range ran unusually wide, spanning hard rock, pop rock, ballads and synth-driven electronic work across N.EX.T, MONOCROM and his solo catalog.

Honoring him with the Silver Order 12 years after his death signals what this system measures: lasting influence rather than current activity. For a US audience that mostly encounters Korean rock through drama soundtracks, it is also a reminder that the country’s honor system was built with rock, jazz and theater inside it, not only idol music.

What the BLACKPINK Order of Cultural Merit Reflects

The context behind those four Orders is a decade of sustained global reach. BLACKPINK marked its 10th debut anniversary in August, has topped both the Billboard 200 and the UK Official Albums chart, and in February became the first musical act in the world to surpass 100 million YouTube subscribers.

Those milestones explain the recognition without turning it into a scoreboard. The Order recognizes contribution to Korean popular culture and its reach overseas; it does not rank one artist above another. The government has also not stated a specific rationale for honoring the members individually rather than the group as a whole.

What the Wider Honoree List Says About Korean Pop Culture

Look at the full list and a career-arc pattern appears. Han Young-ae received the Precious Crown in her 50th year of music, while Yoo Jae-suk was honored after more than three decades in broadcasting. Voice acting and jazz appear alongside idol groups, and producer Park Myung-sung was recognized for bringing musicals including Mamma Mia! and Chicago to Korean stages.

Lower tiers show the same logic at earlier career stages. Songwriter EJAE, whose Golden from KPop Demon Hunters topped the Billboard Hot 100 and won a Grammy, received a prime minister’s commendation, as did AKMU, actor Kim Go-eun and actor Oh Jung-se. Culture minister’s commendations went to younger acts including ENHYPEN, which topped the Billboard 200 six years after debut, and NMIXX, along with choreographer Leejung and actors Lim Ji-yeon and Park Ji-hoon.

Read together, the tiers map longevity and breadth of contribution across music, television, film, theater and voice work. They are not a league table, and placement in a lower tier does not diminish what any recipient has built.

What Fans Still Want to Know

As of the announcement, the available sources included no acceptance speeches, no confirmation of which honorees attended, and no statements from the BLACKPINK members or their agency about the Orders. Reaction posts, if they come, would arrive separately from the ceremony itself.

The awards are annual, with candidate review beginning each spring, which means the honor ladder keeps moving. Whether more K-pop acts shift from commendation tiers into full Orders over the next several cycles is one of the more interesting open questions in Korean pop culture, and this ceremony is the place that answer will eventually appear.
